Recharging Magical Items

Recharge is the skill used by a spell caster to restore the charges in  
an item that has rechargable magic (not all are).  In order to successfully
recharge it you must have enough spell (power/mana/song) points and          
knowledge of how to cast the spell that is to be recharged.  Recharging
items requires roughly three times as many spell (power/mana/song) points
as casting the spell normally.

You begin muttering under your breath.
You make an odd gesture at a blue wand.
It now appears to be fully charged.
