Ice Tempest

When the caster completes this spell, a bitter tempest of ice and
snow is conjured and sent forth, affecting everything in the room with
the caster. There is no damage done to gear and other things the victims
may possess, unlike dragonsfire or a fireball. This spell's effectiveness
is impacted by Arcane Focus.
