If there's a solution to be had with items, there's no need to go about restricting the players. A better idea would be for the builders themselves to vary the equipment that they create. For oh so long it seems that a mentally of bigger and better has permeated the creation of the high dollar zones.
A few solutions would be to:
-Adapt old items into something new.
Not saying to just make a replica of an existing item and change its name. Change some of the properties yet keep it relatively appropriate for that level range.
-More race specific items.
Everyone knows the majority of what these items entail. Its either elf, giant, or a small helping of what I've seen to be dwarf. Beyond that its limited. If you want to change how people will want look and what to wear through their adventures give them the kind of variety that comes with only a halfling could strut around in, etc.
-More class specific items.
There's been only one real zone that's done a very well job at keeping a good beat on the idea, and that is Karin's Tower. Over time maybe yes the items aren't the best out there, but that's where you would come in. I'm not saying that you should overhaul items into god-like pieces of diety smashing might, but reasonably functional items that anyone of said class would want to wear.
The ideas are truely limitless especially with the implimentaion of macros coming into play. The only restriction there is, is how far will you let your imagination go when you finally sit down and decide what you would like to have circulate through your zones.
