Psionic Powers

Psionic powers give the ability to manipulate other character's mental
state with a variety of affects. Some examples of psionic power uses
include damaging or blinding an opponent, causing them to flee in fear,
calming them when they are aggressive and cursing them with a mental hex.
To active these powers you must type in a command, typically in the form:

> psionic <power> <target>
